20c on 2c rose red 'Provisional' surcharge on OFICIAL issue. A good mint block of four with variety OVERPRINT INVERTED. Some light gum toning but a very scarce multiple. Hahn records that only 2800 were printed of the normal stamp, and it is likely that less only around 100 were printed with the variety. (SG 180a)
